The CGT team is primarily accountable for contributing to VTTI’s overall strategy through the development and execution of the CGT strategy and planning. Given VTTI’s global footprint, growth ambitions, and the nature of the energy storage and handling business, CGT and its potential impact represent a critical consideration for the Leadership Team, as part of the company’s license to operate.

The CGT function reports to the EVP Legal. The organizational structure is as follows:



CGT is governed by the World Trade Organization (WTO) and the World Customs Organization (WCO), ensuring that its principles are broadly consistent on a global scale. Due to the specialized expertise required and the function’s impact across VTTI’s entire business, CGT is centralized at HQ, enabling effective support to responsible managers at the terminals. Certain accreditations that provide operational simplifications and financial benefits—such as AEO—require a defined level of in-house expertise.

At the terminals, the customs function is part of Customer Service (CS) and reports to the Commercial Manager. The CS department is led by a CSC Manager. At terminals providing customs services to customers, such as facilitating customs declarations, the CSC Manager’s responsibilities include customs. This primarily applies to EU terminals. Hierarchically, the CSC Manager reports to the Commercial Manager. Functionally, both the CSC Manager and the customs representatives within the team report to the CGT team.




























Given the roles and responsibilities of General Managers, Commercial Managers, CSC Managers, and Operations Managers, the CGT team is responsible for providing expertise and support across a range of areas, including training, dispute resolution, contract negotiations, resource allocation, and strategic guidance.

For all projects, CGT considerations are fundamental. Physical constraints related to the goods stored and handled (e.g., segregation based on administrative status) and incidental or structural costs arising from CGT requirements can affect project viability and may result in budget overruns if not properly managed.

Due to the broad impact of CGT across VTTI functions, the CGT team maintains close functional relationships with the EVP Finance, EVP Operations, EVP Growth, SVP Digital, and EVP Commercial.

At present, the leadership role for the CGT team is vacant, and a recruitment process is underway to fill this position.
