Organization

Key accountability for the CGT team is to contribute to the overall strategy through the development of the CGT strategy and planning. Given the global footprint of VTTI, the aim for expansion and the nature of the business in storing and handling energy products, CGT and its (potential) impact is a significant consideration to the Leadership Team (license to operate).

 

The CGT function reports to the EVP Legal. The organisation structure is as follows:



CGT is governed by the World Trade Organization (WTO) and the World Customs Organization (WCO), making the principles similar globally. As it concerns niche expertise impacting the full scope of our business, the function is centralised at HQ, facilitating the responsible managers (locally). Accreditations that facilitate our business in simplifications and financial benefits, such as AEO, require to have a certain level of expertise in-house. 

 

At the terminals, the customs function is part of CS, reporting to the Commercial manager. The CS department is managed by a CSC manager. For the Terminals that provide actual customs services to our customers, such as facilitating customs declarations, this management role includes customs. This primarily concerns the Terminals in the EU. Hierarchically, the CSC manager reports to the Commercial manager. Functionally, the CSC manager and the Customs reps in the team report to the CGT team.


Given the role and responsibilities of general managers, commercial managers, CSC managers and operations managers, it is the responsibility of the CGTs team to facilitate them with expertise and further support with trainings, disputes, contract negotiations, resources, strategy, etc.

 

For any Project, CGT is a fundamental aspect to evaluate. Physical restrictions in relation to the goods we store and handle (e.g. physical segregation of goods depending on administrative status) and incidental and/or structural costs coming from CGT can jeopardize the viability of a project and/or result in budget overruns.

Given the nature of CGTs and the impact on the functions within VTTI, the CGT team holds a close functional relation to the EVP Finance, EVP Operations, EVP Growth, SVP Digital and the EVP Commercial.
