Overview

Below is an overview of the physical flows relevant to the Terminal. The philosophy applied is the What You See IS What You Get principle. The record keeping and inventory is built on the concepts as explained under "Business process - Governance"process".

Part of ATLAS is the CMS. The purpose of CMS is to evaluate and validate the input data it receives from ATLAS and manage the compliance process. It is aimed at providing feedback to the Users on the basis of analysis performed and to lodge customs declarations timely and correct. 

Products

Core System Concepts


The information regarding the Productssystem is setupbased ason follows,a toset accommodate,of amongcore otherconcepts things,that thetogether customs processes:


  1. Product - i.e.,represent the physical Product without consideringand administrative aspects.handling Forof example,Product gaswithin oil,terminal operations.

    • Visit – Represents a Means of Transport (MOT) and its time of arrival. A single MOT may execute multiple Visits over time. Visits form the temporal and operational entry point for incoming or gasoline;
    outgoing Product flows.
  2. ParcelProduct - i.e.,Represents the administrativephysical reflectionsubstance of(molecules) abeing Product taking into account the Customs status, origin, consignee and, if applicable, Product characteristicshandled, such as alcoholbulk percentage. For example, gas oil of the customs status non-Union (T1 - Bonded), or gasoline of the Union (T2 - Excise controlled) customs status. When the latter is loaded on board and part is destined for Terminal 1 and part is destined for Terminal 2, theliquids. Product will comprise of two Parcels. Parcel data is the database visiblephysical entity on which all operational and administrative processes are applied.
  3. Storage Unit – Represents a physically segregated storage entity for Product. Storage Units ensure physical separation of Product and define how it is stored. Examples include:
    • A Tank, which is a single Storage Unit;
    • A Vessel, which may contain multiple segregated Storage Units;
    • A Train, where wagons function as individual Storage Units;
    • A Truck, where separate compartments can each represent distinct Storage Units containing different Products.
  4. Location – Defines where Activities are executed. Locations are relevant tofor operational control and for compliance with applicable licenses and regulatory requirements.
  5. Activity – Represents all operational actions performed on Product within the user;

    Together, Keepingthese Unitconcepts (SKU) - The SKUs reflectform the Parcelsfoundational structure for representing physical flows and their lifecycleadministrative inand compliance-related processing within the record keeping. Whenever a SKU is moved, fully or partially, a Child SKU is created always keeping a relation with the Parent, and ultimately the Parcel, it originates from. This provides for a full audit trail of any Product entering the Terminal up until the point where the Product has left the Terminal. Each SKU has its own characteristics, meaning for each SKU the Customs status and/or origin may change, the Customs value may change, etc.
