Scope and purpose

This Customs Valuation Procedure sets out the principles,framework scope,and andpractical practicalsteps stepsto appliedbe followed by VTTI forwhen determininghandling the customs value of goods imported into the European Union.

The purpose of this documentprocedure is to ensure that customs values are established in a consistent, accurate, and compliant manner, in line withsupport the requirementsconsistent and compliant treatment of customs values in accordance with the UCCUnion Customs Code and related customs legislation. It aimsprovides guidance to providerelevant clearVTTI guidancepersonnel on the valuation process, the checks to relevantbe personnelperformed and the documentation to be retained.

This procedure applies to all imports into the European Union for which VTTI is involved in preparing or lodging the customs declaration, whether VTTI acts on howits toown determinebehalf theor appropriateas valuationa method,direct performor theindirect necessarycustoms checks,representative. andIt documentcovers:

the outcome of the valuation process.

This procedure applies to all imports of goods into the EU where VTTI is involved in the declaration process, regardless whether that declaration is filed under (in)direct customs representation or on behalf of VTTI itself. It covers, in detail:

  • the selectionidentification and application of the appropriate customs valuation method;
  • the applicationchecks ofto be performed on the selectedcustoms customsvaluation valuationinformation method;provided by the customer;
  • the identificationescalation ofprocess elementswhere toclarification beor addedadditional tosupporting orinformation excludedis fromrequired; the customs value;and
  • the verificationdocumentation stepsand required to ensure the accuracy and completeness of the declared value; and
  • the documentation and record-keeping requirements supporting the declared customs value.
