Inbound
When an inboundincoming parcel is registered in the terminal’s ERP system, CS records the non-preferential country of non-preferential origin providedindicated by the customer.customer Thein customerthe nomination is requiredrecorded toby provideCS. this information as part of the nomination. The recorded origin information remains linked to the relevant parcel and traceable for as long asbefore the goods remaincan be accepted at the terminal. Any proof of origin, customs status document or other relevant supportingorigin documentation provided by the customer is also recorded and retained in VTTI’sthe systems.Document ThisManagement provides an auditable recordSystem and enables VTTIlinked to use the originrelevant informationparcel. for customs purposes and, where relevant, for determining the origin of products resulting from processing or blending at the terminal.
CS performs a reasonableness check on the origin information and supporting documentation providedbefore byrelying on it for customs or compliance purposes.
Non-preferential origin is relevant for customs declarations and for the customer.application Thisof checkcommercial ispolicy intendedmeasures, tosuch assessas whethersanctions and anti-dumping duties. Where goods leave the documentationterminal appearswithout complete,having meetsundergone processing or blending that may affect their origin, VTTI uses the non-preferential origin recorded for the relevant incoming parcel or parcels. Where goods have been blended or otherwise processed at the terminal, VTTI determines the non-preferential origin of the resulting product on the basis of the applicable formalorigin requirementsrules and canthe reasonablyinformation available in the terminal’s systems. Until that determination has been completed, no specific country of origin may be linkedused tofor the shipmentresulting concerned. Any doubt, ambiguity or apparent error is followed up with the customer and, where necessary, escalated in accordance with VTTI’s Origin Procedure.product.
Preferential origin becomes particularly relevant where preferential tariff treatment is claimed upon release for free circulation. VTTI will only claim such treatment where the goods qualify as originating under the applicable preferential arrangement and the required proof of origin is available and has passed the reasonableness check. If these conditions are not met, VTTI will not claim preferential tariff treatment.
Outbound
Where goods leave the terminal unchanged, VTTI relies on the origin information and supporting documentation recorded upon arrival, supplemented where necessary by additional informationimport or documentation provided by the customer.
Where goods have undergone processing or blending at the terminal, the origin of the resulting outbound product may need to be determined. VTTI determines the origin by applying the relevant origin rules to the available information on the input materials and the operations performed at the terminal. Depending on the applicable origin rule, factors such as the origin and customs classification of the input materials and the nature of the operations performed may be relevant.
Wherewhere the customer requests a proof of preferential origin for an outbound product,shipment. VTTIFor assessesincoming whethergoods, preferential tariff treatment is only claimed where the product qualifies as originating under thenormally applicable import duty rate exceeds 0%, a preferential arrangement applies and whethera thatvalid proof of origin canis beavailable. sufficientlyFor substantiated.outgoing goods, VTTI will only issue,issues, makemakes out or otherwise facilitatefacilitates a proof of preferential origin where the applicableoriginating requirementsstatus areof metthe product has been established and substantiated under the required supporting evidence is available. VTTI torelies linkon the origin information and supporting documentation provided by the customer for the goods and materials before their arrival at the terminal. VTTI supplements this information with its own records of the outboundstorage, productmovement, to the relevant inbound materialsblending and theprocessing operationsactivities performed at the terminal. Where the available information is incomplete, inconsistent or gives rise to doubt, VTTI will request clarification or additional supporting documentation. VTTI will not use an origin for customs or compliance purposes, claim preferential tariff treatment or issue, make out or facilitate origin documentation while material concerns remain unresolved.
