General declaration process
VTTI Terminals II B.V. is holder of an Entry Into the Declarant's Records authorisation.authorisation Basedbased on this authorisation,which VTTI is allowed to lodge a customs declarationdeclarations by entering the declarationentry in it's own administrative records. The customs declaration is deemed to have been accepted by the customs authorities at the moment atof which the goods are entered in the records.entry. VTTI applies the EIDR declaration process whenwhenever possible.possible, Infor placing goods under the following situations,customs procedures:
- Release for free circulation
- Customs warehouse
- Inward processing
It is not possible to apply the EIDR procedureprocess cannotin bethe appliedfollowing and a regular customs declaration is submitted:situations:
- For placement of goods under the (re)export procedure
- (...)
- Presentation of the goods
- Entry into the records
- Filing the supplementary declaration
In viarelation EIDR,to the presentation of the goods, VTTI applies the Chain Arrangement (ketenregeling). This means that a comprehensive goods presentation message mustonly onlyneeds to be lodged in DMS upon the first placement of a product in thea chain of customs procedures (in practicepractice, usually atwhen the moment of theproduct first arrival of the relevant productarrives at the terminal). A waiver of the goods presentation requirement applies to subsequent procedures. For example, if a product is first placed under the customs warehousing procedure, then under inward processing, subsequently returned to customs warehousing and finally released for free circulation, a comprehensive goods presentation message is only required for the initial placement under subsequentthe procedures.customs warehousing procedure.
