General declaration process
VTTI Terminals II B.V. is holder of an Entry Into the Declarant's Records authorisation. Based on this authorisation, VTTI is allowed to lodge a customs declaration by entering the declaration in it's own administrative records. The customs declaration is deemed to have been accepted at the moment at which the goods are entered in the records. VTTI applies the EIDR declaration process when possible. In the following situations, the EIDR procedure cannot be applied and a regular customs declaration is submitted:
- For placement of goods under the export procedure
When filing a customs declaration via EIDR, VTTI applies the Chain Arrangement (tbd)ketenregeling). This means that a comprehensive goods presentation message must only be lodged in DMS upon the first placement of a product in the chain of customs procedures (in practice usually at the moment of the first arrival of the relevant product at the terminal). A waiver of the goods presentation requirement applies for placement under subsequent procedures.
